Mr. David Coxe, CEO of ID Dataweb, Inc. (IDW), has a track record of building, funding, and successfully growing leading-edge technology companies. Mr. Coxe has 15 years identity management experience and is currently very active in the development and implementation of trust frameworks. He co-chairs the AXWG at the OIX for implementing the business, legal, technical, policy/privacy and assessor/certification requirements for an AX trust framework specification. Mr. Coxe is also responsible for leading the development and implementation of the ID Dataweb (IDW) Attribute Provider Network (APN) standards-based platform to deploy a business model that simplifies online identity verification for Attribute Providers (AP), Relying Parties (RP), and Identity Providers (IDP). IDW is also an active member of the OpenID Foundation.
During 2011, IDW and Google designed and developed an open-source software code to support cloud-based web services based on emerging standards like OAuth 2.0, OpenID Connect to enable the data flows for IDPs, RPs, APs, and users as key elements of the online identity information exchange ecosystem. This is a global online ecosystem that is interoperable, secure, and allows users to control the sharing of their identity attribute information with service providers who wish to utilize them. During 2012, IDW, Google, and others are undertaking concurrent efforts with industry participants including lawyers, policy makers, and business leaders to design, build, and use online identity trust framework ecosystems.
Mr. Coxe is also co-founder of Criterion Systems, a successful IT services contractor that provides information security, cloud computing, software development and other services to civilian agencies, DoD, and the Intel community.

Mr. David Coxe is active in the development and implementation of trust frameworks and co-Chairs the Attribute Exchange Working Group (AXWG) with Mr. Peter Graham of Verizon at the OIX responsible for implementing business, legal, technical, policy, privacy, and assessor/certification requirements for an Attribute Exchange Trust Framework specification. Mr. Coxe worked with AXWG and OIX leadership to draft and register the AXWG Charter and Strategic Vision along with the schedule of deliverables. This specification of the ‘rules and tools’ for building trust in online identity via an Attribute Exchange (AX) Trust Framework is taking on new importance and urgency given the increasing deployment of new products and services amid decreasing levels of Internet security and user privacy. Once this specification is approved by the OIX Board, it will be published for open use, customization, and implementation by industry specific Trust Framework Providers.
Outreach: Please describe in 6 to 10 sentences how you have demonstrated an ability to clearly communicate the actions of a management group to subsidiary groups in order to facilitate consensus building and support the work required to achieve results.
During 2012, Team Criterion is undertaking efforts with various industry participants including lawyers, policy makers, product marketers, programmers, business leaders, and government to design, build, and use online identity trust framework ecosystems. He regularly communicates with the Identity Ecosystem community regarding progress made at AXWG and actively contributes to work underway in each AXWG sub-group as led by leaders in the community including: Business Sub-Group - Kim Little, LexisNexis; Legal Sub-Group - Tom Smedinghoff, Edwards Wildman Palmer LLP, Technical Sub-Group - John Bradley, Pind ID and Scott Rice, Pacific East; Privacy/Policy Sub-Group - Dale Rickards, Verizon; Assessor/Certification Sub-Group - Ray Kimble, Deloitte and Touche. In addition, the OASIS Trust Elevation TC and the UK Government have engaged with the AXWG to participate in the ongoing efforts, thereby broadening the outreach across open standards and international government communities.
In parallel, Mr. Coxe is working with executive teams from leading industry APs, IDPs, RPs, assessors, and technology providers to implement Attribute Exchange pilots using the IDW APN. These pilot efforts provide direct feedback into the work underway at AXWG to help refine each component of the final trust framework specification.

Mr. Coxe is responsible for leading the development and implementation of the ID Dataweb (IDW) Attribute Provider Network (APN) standards-based platform to deploy a business model that simplifies online identity verification for Attribute Providers (AP), Relying Parties (RP), and Identity Providers (IDP). This business model will ultimately reduce cost to RPs while generating revenue to APs and IDPs. The APN is an online Internet-scale gateway for IDPs and RPs to efficiently access user asserted, permissioned, and verified online identity attributes in high volumes at affordable costs. The user is issued an OpenID credential by an IDP, such as a government agency, bank, e-mail or social network provider with whom they have an established online relationship. This digital credential is used in lieu of creating a new user name and password to interact online with each RP service provider. RP service providers will pay to verify additional user identity attribute claims such as full name, street address, phone number, or age to satisfy the RPs security requirements and reduce risk. The user is not charged to participate; the RP pays less than what they currently pay to validate user attributes; and IDPs and APs increase their revenue.
The APN enables this Identity Ecosystem by providing a common API gateway that allows RPs, IDPs, and APs to interact using a one to many relationship model that reduces barriers to entry in the Identity Ecosystem. IDW’s APN unique revenue model is based on a mutually beneficial business model, the composition and commitment of our team, and the availability of public and private sector RPs. The APN business model is critical to overcoming historical implementation barriers and expanding the participation of RPs through a mechanism for efficiently servicing and monetizing existing RP markets and new business currently underserved by the online Identity Ecosystem.

Mr. Coxe has extensive business operations, marketing and direct sales experience and an in-depth understanding of current technology with a track record of developing and implementing high-value strategic business initiatives for both commercially and federally focused organizations, and additionally, the venture capital community. Mr. Coxe has over 15 years identity management experience in enterprise and online environments internationally. Mr. Coxe had held leadership roles in both publicly traded and privately held technology companies, has served on several Boards of Directors, and is actively engaged in the open standards communities at OIX and OpenID Foundation.

Mr. Coxe co-Chairs the Attribute Exchange Working Group (AXWG) with Mr. Peter Graham of Verizon at the OIX responsible for implementing business, legal, technical, policy, privacy, and assessor/certification requirements for an Attribute Exchange Trust Framework specification. Mr. David Coxe, CEO of ID Dataweb, Inc. (IDW), has a track record of building, funding, and successfully growing leading-edge technology companies. Mr. Coxe is also co-founder of Criterion Systems, a successful IT services contractor that provides information security, cloud computing, software development and other services to civilian agencies, DoD, and the Intel community. Mr. Coxe has extensive operations, marketing and direct sales experience and an in-depth understanding of current technology with a track record of developing and implementing high-value strategic business initiatives for both commercially and federally focused organizations. He also brings strong merger, acquisition and integration skills, including asset disposition and capital formulation for both public and private companies.
Previously, Mr. Coxe served as CEO of Tech Horizons, Inc., a corporate development and investment advisory consulting firm for SAIC, Bank One Equity Partners and other technology companies and private equity firms. He is also the former CEO of Roberts & Lloyd, Inc , a marketing and financial services organization with over $150M in annual sales and over 300 people.
Additionally, Mr. Coxe served as VP of Business Development and Strategic Alliances, HCL James Martin and as SVP of Sales, Marketing and Strategic Alliances, Information Analysis Inc., a publicly traded information technology services and software company. Mr. Coxe also held the role of VP of Acquisitions, Kalvest, Inc.
He started his career as a Management Consultant with Arthur D. Little, Inc, where he worked with Fortune 500 oil & gas, energy and utility companies and Government agencies as an energy economist. Mr. Coxe obtained a B.S. in Engineering with Honors and Distinction from the University of Delaware and an M.S. in Engineering from the Massachusetts Institute of Technology.

Mr. Coxe is a leader in the Identity Ecosystem who is actively working with leading participants in the community to implement both trust framework specifications for Attribute Exchange and attribute exchange pilots. His company, ID Dataweb, is implementing an open standards Attribute Provider Network (APN) to enable this Identity Ecosystem by providing a common API gateway that allows RPs, IDPs, and APs to interact using a one to many relationship model that reduces barriers to entry in the Identity Ecosystem. The APN is based on a unique revenue model that is mutually beneficial to all participants, and fully supports the guiding NSTIC principles.
Mr. Coxe is committed to supporting NSTIC and the Identity Ecosystem Steering Group. It is his goal to help overcome historical implementation barriers and to expand the participation of RPs, IDPs and APs through real world implementations that efficiently service and monetize existing RP markets and new business currently underserved by the online Identity Ecosystem.
